Between Proposition 84 and Proposition 1E, California voters have agreed to nearly $10billion in water projects. But state leaders haven’t gotten around to spending that money. Only about 14 percent of the Proposition 1E water bond, approved by voters last year, has been appropriated to specific projects. And barely a third of Proposition 84 funds have been designated. The reason, apparently, is political bickering and red tape. Meanwhile, the drought could lead to water rationing. And state leaders may ask voters for another $10 billion worth of bonds for water projects in 2008. But until the state demonstrates a real plan, a sense or urgency and a commitment to getting this important work done, that’s going to be a tough sell.
