Luka Burilović, HGK: The lack of manpower to solve the Slovenian model

first_imgAccording to recently published data, tourism lacks about 2,700 workers despite the fact that 171,044 people are unemployed, which is another warning for urgently finding a solution to the burning problem of labor shortage. To solve this problem, the Croatian Chamber of Commerce proposed the introduction of a more flexible model for setting quotas for the employment of foreigners, which would enable employers to approve the employment of foreigners “as needed”, ie. approving the employment of a foreign worker in a situation when it is proven that there is no available labor force on the Croatian market (the so-called Slovenian model) ““Tourism is our most important economic branch, which makes up almost a fifth of the total Croatian GDP and employs 6-7 percent of all employees in Croatia. In recent years, we have seen an increase in tourist overnight stays and tourism revenues. It is believed that the more favorable trends in overnight stays and tourist income were partly influenced by the result of the more favorable economic situation in the EU, which is the most important emitting market for Croatia. Namely, out of the total overnight stays of foreign tourists, tourists from the EU market realize almost 90 percent of overnight stays. ” points out the president of the Croatian Chamber of Commerce Luka Burilović.Short-term proposals and measures advocated by the Croatian Chamber of Commerce are, in addition to bilateral agreements for seasonal work with neighboring countries to enable foreigners to work in season, legally enable minors to work after 8 pm and work of pensioners without losing the right to pension. As they point out from the Croatian Chamber of Commerce, together with HUP and UPUHH they have already warned that just increasing quotas will not be a solution to the problem of labor in tourism because according to the current Decision on tourism and catering, foreigners cannot be employed as waiters, chefs and maids, who are the most deficient. The needs in the practice of the tourism sector far exceed the current employment opportunities for foreign workers.”For the further development of tourism and the Croatian economy, it is necessary to liberalize the system for employment of foreigners, which will be adjusted to the needs of the market instead of the current system in which the needs for foreign labor are assessed once a year. That model proved to be a failure. Labor shortages are also visible in other sectors, which also has a negative impact on the tourism sector. This is mostly seen in the example of construction.  We come to the conclusion that there are projects, there is secured money for financing, but there is a problem with finding adequate contractors “, warns the president of HGK Burilović, emphasizing that the lack of workers will especially affect construction companies and the tourism sector. start the investment cycle for next season.
